A vintage chrome ice crusher / ice shaver — the kind with a hand crank and a black bakelite knob, popular mid-20th century (roughly 1930s–1950s Art Deco style, given the domed top and streamlined shape). You'd load ice cubes in the top hopper and turn the crank to shave cones.
